The fox has a spy in her house. So for now... I'm gonna let her put out her own damn fires and get my payback on this later. I don't want any of you losing track of what's ahead of us.

Seems like things started heating up in the last few days, which is why this information's been delayed a bit. You have my sincerest apologies.
During the meeting, a discussion was had about investigating Kaberou and trying to find what he's hiding. I think that continues to be important, and potentially even related to what happened earlier this week - at least loosely with regard, but I wanted to share my own findings from breaking into his extra secure fortress of an office.
-The board of directors has lost all faith and trust in him, and discussions are being had in consideration of a vote of no confidence. Kaberou's aware of this, and wrote in his personal notes that they "can fucking drown in the river for all I care." Doesn't seem to have been posted yet, but ??? He's still spiraling.
-Emotionally, he's about as much of a mess as you'd expect, so that's sincere. Thank god for basic decency. He has a whole board of photographs of Ringo-chan in his office and has a note in his office reminding himself that this is for her. His priority, far more than maintaining his empire which he seems to have all but abandoned, is definitely getting her home.
-He no longer trusts the Daitengu or the alliance. As a backer/supporter, I don't think he can be relied on much, even if we do regain that trust.
-He's received multiple of what are essentially polaroid photographs of Ringo-chan in which she's visibly alive, all of which have dates hard printed on the back. Her condition isn't great and she's definitely not happy to be there (obviously), but the photographs seem to be proof that she's alive, instead of proof that she's been punished even more for her father's actions. Notably, one of these photographs is dated after the broadcast, so if we trust the dates (which Kaberou clearly did), then we know she's alive and that we can save her.
The obvious motive is still true. He wants his daughter back. But, the fact that he's getting photos from Iron Bear means that there's a means for Iron Bear or his followers to contact him, which could mean that he's been given more specific demands that the Alliance (nor any of the factions) weren't privy to. But that's just conjecture for the most part. I still think it's worth looking further into, despite the recent difficulties the entire city's been put through.
If anyone has any further information regarding the bounty or Kaberou's involvement/contact with Iron Bear, this is a good place to put it.

Following the announcement of the huge bounty tied to the kidnapping of Finance Wolf Kaberou Kannazaki’s daughter, several bounty hunters have made it their business to claim the cash reward tied to her recovery. As a matter of public safety, it is in our best interest to detain these independent bounty-hunters before it escalates in the city.
I propose an operation to make use of the city’s robust network – to create fake advertisements, print or online or by word of mouth, to lure them locations around the city where they can be apprehended and detained with force, if necessary. The advertisements need not be sophisticated. As hunters are motivated by greed and money, it is enough that it contains a reference to having a party of sorts that they can join to navigate the Wastelands, and a decent offer to split the rewards amongst themselves after. Online it is easier to track such interest, but we can utilize whatever method of spreading the word in order to pick up others as well.
[ Dimitri says this in a matter-of-fact way. He tilts his head and adds, rather thoughtfully, ] Of course, it is understood that not all would accept the bait. However, for whatever number we can corral and detain, more will always follow given that all of them are united with the same goal. And the more we detain as a department, the more it will stand as a warning to others and dissuade them from acting foolishly – at least, one hopes. [ He has a wry smile on his face when he says this. ] I leave it up to my colleagues for more creative ways of finding the rest of the troublemakers headed to the Wastelands.
If we move quickly before these hunters make alliances amongst themselves, we can nip the problem in the bud and maintain order in the city. [ a pause, and then he adds, ] Or before other Factions can lay credit to having maintained order instead.
Any other help and suggestions would be appreciated. The plan is quite rough around the edges and will need refining, and I am prepared to be schooled for it to be more effective where necessary.

There is, unfortunately, no direct way to transfer out of this department until you have been part of the system for several weeks and even then it is not a guarantee. And that alone is a frustrating process. However, there are other departments within this building that you can find work in, such as the legal department if that is more your particular specialty.
The department is given the great burden of trying to keep order in the City amongst the other factions. It's a futile effort given the amount of problems that arise, but nonetheless you will be expected to assist in times of need. If you find the Department does not pay enough for your living expenses, I've been told you are welcome to get a second job. There is also provided assigned living quarters that are borderline adequate that you are still paying for yourself.

I will not answer your questions, however, superior officer Lieutenant Julieta Juris will be more than happy to answer any questions anyone has. entertheUPDATE EMBER 3.1 (OVERFLOW)
The EMBER Application icon flashes alive on the homescreen of all the Lost Soul devices across Jigoku-cho. Not a surprise if your character has been using it already, but perhaps unsettling to newbies or those who deleted it previously. It pops open on its own, welcoming the user and telling them that all Lost Souls has updated to the newest version!
Oh well, why think too hard about it? A lengthy and extremely technically worded Terms of Service appears, even if it's been gone through before, it has some updates. Again, why scroll up to read all that? There's a large ACCEPT button front and center! (There doesn't seem to be a Decline button. Closing out of the App is the only way to not agree... Might want to just delete the App to be safe.)
Accepting moves users forward to App Permissions! A Helpful Window says "Accept All and your profile will be quickly updated or auto-generated for you! Great for speeding set up along! (Recommended)". If that doesn't sway, then each Permission question can be prompted individually. The subsequent windows ask for a variety of totally standard and absolutely above board access prompts. Location Data, Photo/Video Access, etc etc etc- Yes or No! REMINDER: The app will function better if all access is granted!
It doesn't seem to matter what is pressed- all, some, or nothing- the App moves forward for users regardless.

EMBER profiles all have ☆'s denoting... something. The only clarity is that they come with a Title besides them. These are not, as it might first seem, faction star rankings. They're just ranks on some unknown scale. The example profile has the highest rank to be found, 5 stars and the title of Creator.
Everybody else gets between 1 and 4 stars with what seems like an algorithmically generated title. These could be anything from ☆ Stink Man up to more illustrious ☆☆☆☆ Faction Hero. If characters are not happy with their Rank and Titles, they can pay using their profile generated Dragon Coins to reroll. They might get a worse result, so watch out, spending on gatcha can get out of hand...
(OOC Note: Rank and Title cannot be edited or changed ICly by a character, but are fully an OOC choice of rank and title! Make up whatever funny, edgy, cool, silly thing you like and saddle your character with it as their profile title.)
Higher star ranks seem to be weighted in favor of getting Green Checkmarks via the algorithm. Hmm.

Swipe Left or Right, accepting the green or red... proposals? Is that what they are? The App immediately starts a Live Chat between the two parties, complete with recommendations for either highly rated Love Hotels or nearby Fighting Gyms with arenas to use. These come with a variety of discount coupons for use, seems both of these places like to charge by the hour...
ALGORITHM
Stalling on the profile for more than a few seconds results in a loading graphic of a little dancing fire. **Calculating!** it says;
Ding! The In App Algorithm has decided for you! How convenient. The person whose profile was being looked at automatically gets sent a FUCK ✓ or FIGHT ✕, complete with that same live chat initiation mentioned above.
Rarely, there's a third option, essentially an algorithm fail state called CHILL, which still initiates the live chat. That means the system didn't find either of the other two options appropriate. Bummer. It generates completely random suggestions on where to meet, usually a cafe or eatery that is doing an EMBER promotion.

NEW FEATURES - SEPTEMBER
New EMBER, new features! The previous update centered largely around the addition of"EMBER Premium", an area of the app meant for use by Heavenly Celestials (and their wallets).
Lost Soul profiles can receive and cash out a digital currency called Dragon Coins. While Lost Souls cannot interact with the Celestials via the app, the Celestials have some functionality, namely they can donate Dragon Coins to their favorite Lost Souls. Dragon Coins can be turned into actual hell currency through the app- nothing much more than pocket money, but it's a little extra pay! Why not side hustle from your phone?
The big change this update is that Only Celestials seems to have been urolled into the upgraded "EMBER, Go!" a fully functional Augmented Reality Collection Game! Dragon Coins appear as an in-app currency and can be used and collected a variety of new ways, all gamified and presented with cute pixel graphics. Seems that the investment money Ydris hustled up at the Tanabata event went into this and the production value is on point.
EMBER Go!
-GATCHA BANNERS: The Celestials are very visual and they love little more than photos and pretty outfits. Seems they're willing to really whale for their favorites, whoever they may be among the Lost Souls. Those who upload photos of themselves in the current outfit "theme" get a large bonus for contributing to the current GATCHA BANNER running on the Celestials side of things.
September's Theme is "END OF SUMMER" and encourages either fun Beach Wear looks or cozy Autumn outfits. If your character puts in a lot of effort, they might even be the featured SSR for the banner, guaranteeing them a higher bonus pay out! (OOC Note: Character gatcha rate/success is completely at Player discretion!)
-QUESTS: Walking around Jigokucho, the App will buzz and alert of Quests! There are certain activities that when interacted with and posted to EMBER, result in Dragon Coin pay outs. Try out that new boba joint, you get 20% off and a Dragon Coin kick back- just remember to take a photo of your pretty drink.
These are very likely to be active at Character Owned or Managed Locations, so be sure to stop in a support your fellow Lost Souls!
-COLLECT 'EM ALL: The most game part of this phone game, all Lost Soul profiles have a cutesy sprite versions of themselves! They're even animated, how precious... Don't you want to collect the whole roster? These are scattered about the map, spawning characters largely in the areas their faction holds territory. Hopefully nobody walks into danger looking for that shiny variety of their significant other...
You can grab all your friends and enemies, rename them as you please, and play with them as little Tamagotchi-like critters. Level up your favs and play minigames, it's a fun distraction on your device, nothing too deep.
Sure, forgetting to feed them is grim, but why not enjoy loading up an enemy to languish in digital space uncared for. It's cathartic! Maybe be careful, other Lost Souls can absolutely look at your collection and see how you treat them in digital space!
-PRIVATE PROFILE: Don't want any of this? Profiles can be set to Private! This doesn't actually block off from other Lost Souls, but it's an easy way to opt-out of EMBER, Go! and the Celestials. The cost is "all Dragon Coins" currently on account. If you're not playing, they why bother with those?
(Due to some obtuse design choices, it might be difficult to find this option... Your character would be forgiven for not even realizing it's there!)

-QUESTS: Walking around Jigokucho, the App will buzz and alert of Quests! There are certain activities that when interacted with and posted to EMBER, result in Dragon Coin pay outs. Try out that new boba joint, you get 20% off and a Dragon Coin kick back- just remember to take a photo of your pretty drink.
These are very likely to be active at Character Owned or Managed Locations, so be sure to stop in a support your fellow Lost Souls!
-COLLECT 'EM ALL: The most game part of this phone game, all Lost Soul profiles have a cutesy sprite versions of themselves! They're even animated, how precious... Don't you want to collect the whole roster? These are scattered about the map, spawning characters largely in the areas their faction holds territory. Hopefully nobody walks into danger looking for that shiny variety of their significant other...
You can grab all your friends and enemies, rename them as you please, and play with them as little Tamagotchi-like critters. Level up your favs and play minigames, it's a fun distraction on your device, nothing too deep.
Sure, forgetting to feed them is grim, but why not enjoy loading up an enemy to languish in digital space uncared for. It's cathartic! Maybe be careful, other Lost Souls can absolutely look at your collection and see how you treat them in digital space!
-PRIVATE PROFILE: Don't want any of this? Profiles can be set to Private! This doesn't actually block off from other Lost Souls, but it's an easy way to opt-out of EMBER, Go! and the Celestials. The cost is "all Dragon Coins" currently on account. If you're not playing, they why bother with those?
(Due to some obtuse design choices, it might be difficult to find this option... Your character would be forgiven for not even realizing it's there!)

Just enough to see the trail of half-dried blood from her nose down over the bow of her lip. The hand that lifts a cigarette to her mouth is decorated with split-open knuckles. Those who frequent Shuten Territory might recognize that the wall she's sitting up against belongs to their arena. It's an unusual place for one of the Department's high-ranking officers, but maybe less so for anyone who actually knows this mess of a woman.

I had planned to go up the mountain to perform prayer rituals with the elders of my clan this year ... that no longer is possible. Still, I'm left thinking about how it would have been, as well as what I would have listed for my wishes. I know that I would have prayed for my cherished friends, and those that I've met. Since I can't climb Mt. Tianheng for the ritual now, I'll say it this way.
I wish you all pleasant journeys, safety, and peace.
Aside from that ... one great wish I have this birthday is to learn more about the spirits and supernatural of other worlds.
Since we have all come from different places, I was hoping — will you tell me of your experiences with the otherworldly, when you were back home? I'd like to hear true stories, but I do also really enjoy a good hair-raising story or legend if you know of any.
