It has come to our understanding that an invitation to attend the grand opening of Sai no Kawara, a joint venture of the Shuten and Tamamo clans.

Our investigation into illicit "Stardust" trade has made it imperative that we accept this invitation, and attend as keepers of Order and to assure that all dealings are "above level".

Representatives of the Department of the Enma will be allowed participation in Tanabata festivities including, but not limited to; wish-making, consumption of alcoholic beverages, moderated gambling, sessions with hosts and other service workers, and dancing.

Considering the situation we found ourselves earlier in the summer, it has been advised that relaxation and diversion may be necessary to assure a functional work force. Therefore it should be considered part of your work to attend this "grand opening", both as a keeper of Order and as a matter of personal activity.

All Officers of the Department of the Enma will be sharing shifts on life-guard duty for the "Beach Party" event hosted by the Sutoku Alliance, per request of the Daitengu. Shifts will last no more than two (2) hours each, and compensation will come in the form of free access to all food and drink.

From: Captain Shiki
Subject: The Underground

We've concluded our inspection of the Underground and have determined the following:

The missing Kappa management are now all accounted for. Their bodies were discovered in their offices. Their deaths are being ruled executions, committed by a currently unknown party. We have strong reason to believe this is connected with the assassination.

The destroyed machine beneath the Parade Grounds was, in fact, a generator, but for reasons currently unknnown, it produced the feedback that caused a large portion of the city's waterworks to vaporize. This is what caused the explosion. Whether this was intentional, a malfunction, or sabotage is still being investigated.

The Underground is safe for workers to return, and all Kappa may be tracked to release. They will be thanked for their cooperation, and offered compensation for their time.

The machine has been confiscated and will be held at Kaigo no Bou level B8, highest level clearance, for further study.

We will continue to provide light security attachments on rotating duty. Your primary concern will be looking for anyone with connections to the incident. All other matters are low priority; tertiary concern at most.

All Kappa Tribe members and Associates have been declared Persons of Interest in the incident that occurred during the Night Parade and the assassination of the Sutoku Alliance leader.

They are all to be apprehended and brought to in for questioning and internment. You have been granted permission to use any force necessary to do so.

Security Captain Shiki will be managing this operation. All reports should be made to them.

To: All Network Accessing Lost Souls
From: The Desk of the Enma
Subject: Night Parade

The Night Parade, an annual celebration of relative peace in the city of Jigokucho, will be commencing at the turn of the month. It is both a welcome of the spring season, and an honoring of the factions that help maintain the functions of this city.

It has been requested that the Department of the Enma provide a diversion for this festival, and thus I have deemed the following activities permissible for all Department Employees:

Participation in the diversions of other factions.

Participation in the hadaka matsuri organized by those within the Department (all employees will find a brief description of this event contained in their festival itinerary)

Acceptance of "luck charms" during the course of the hadaka.

Attendence of the fireworks display at the conclusion of the parade.

The aforementioned diversions are allowed but all Department Employees are also considered on-the-clock and expected to act as peacekeepers should any incidents occur. Order is expected to be maintained and propriety is required of all Department Employees. Refusal to comply will result in managerial actions.

All Department Employees have been forwarded a basic itinerary of events. Revelry is to begin on schedule and in an orderly fashion, and shall conclude as scheduled.
