Subject: The Underground


We've concluded our inspection of the Underground and have determined the following:

The missing Kappa management are now all accounted for. Their bodies were discovered in their offices. Their deaths are being ruled executions, committed by a currently unknown party. We have strong reason to believe this is connected with the assassination.

The destroyed machine beneath the Parade Grounds was, in fact, a generator, but for reasons currently unknnown, it produced the feedback that caused a large portion of the city's waterworks to vaporize. This is what caused the explosion. Whether this was intentional, a malfunction, or sabotage is still being investigated.

The Underground is safe for workers to return, and all Kappa may be tracked to release. They will be thanked for their cooperation, and offered compensation for their time.

The machine has been confiscated and will be held at Kaigo no Bou level B8, highest level clearance, for further study.

We will continue to provide light security attachments on rotating duty. Your primary concern will be looking for anyone with connections to the incident. All other matters are low priority; tertiary concern at most.
