Memorandum
To: All Lost Souls representative of the Department of the Enma

Subject: "Tanabata"
It has come to our understanding that an invitation to attend the grand opening of Sai no Kawara, a joint venture of the Shuten and Tamamo clans.
Our investigation into illicit "Stardust" trade has made it imperative that we accept this invitation, and attend as keepers of Order and to assure that all dealings are "above level".

Representatives of the Department of the Enma will be allowed participation in Tanabata festivities including, but not limited to; wish-making, consumption of alcoholic beverages, moderated gambling, sessions with hosts and other service workers, and dancing.
Considering the situation we found ourselves earlier in the summer, it has been advised that relaxation and diversion may be necessary to assure a functional work force. Therefore it should be considered part of your work to attend this "grand opening", both as a keeper of Order and as a matter of personal activity.

I know what they meant, Captain. My question stands. Does Enma-san think that participating in the same activities as everyone else is really enough to counter this strong negative image?

I won't pretend to fully understand the scope of Lord Enma's strategies, but I can't see it hurting.
Plus someone needs to keep an eye on things down there, considering who all is hosting this.

I understand not telling the public anything about an ongoing investigation, but shouldn't he have an update for his own officers about the Haniyasu situation?

There isn't much in the way of leads right now, but I can at least try to fill you in if you're wondering.

1. Do we know if/when they might attack again?
2. Do we know what their motives might be?
3. What is currently being done to try and apprehend them or mitigate further damage?

2) We can only speculate at this time. Lord Enma was unable to recall most of their conversation. He may not seem like it, but he's still recovering from what happened to him, still.
3) Unfortunately, there's not much we can do within the city itself. But preparing for any investigations outside of the city will require a lot of preparation and resources and, well. Time. Going into the Wasteland, particularly the territory of an angry primordial god, is an undertaking that must be handled with the utmost care and precaution.

2. I feel like people might be more lenient if they knew he was still recovering. Just a thought.
3. So the wasteland is where we assume Haniyasu is currently? And you're confirming he's some sort of god?

As for whether or not the Haniyasu is a god, we're operating on that assumption based on both the history of that name and the scale of power they were able to command.

Is Enma-san a god? Or would Haniyasu be the only god we're dealing with here.

Well if the situation gets out of the Enma's hands again, I just want it on record that I pointed out ways it could have been avoided.
