[The voice that speaks is English, posh, and sounds utterly exhausted and done with everything at the moment. Still a pleasant voice to listen to though. Could read a phone book and make it sound nice.]
I have, against all better judgment, been tasked with welcoming the new members to the Department of Enma.
Welcome. [It sounds less like an actual welcome and more "this is scripted and I am required to say the word 'welcome' somewhere in this."] This faction is for city departments with most of you being funneled directly into the law enforcement branch whether you like it or not. There is, unfortunately, no direct way to transfer out of this department until you have been part of the system for several weeks and even then it is not a guarantee. And that alone is a frustrating process. However, there are other departments within this building that you can find work in, such as the legal department if that is more your particular specialty.
The department is given the great burden of trying to keep order in the City amongst the other factions. It's a futile effort given the amount of problems that arise, but nonetheless you will be expected to assist in times of need. If you find the Department does not pay enough for your living expenses, I've been told you are welcome to get a second job. There is also provided assigned living quarters that are borderline adequate that you are still paying for yourself.
My name is Jonathan Sims. I work in the records and archives department. I will not answer your questions, however, superior officer Lieutenant Julieta Juris will be more than happy to answer any questions anyone has. She is experienced and has been here for some time now. I can provide directions and her office hours if new recruits need.

Maybe so. Maybe next time don't voluntell him to do this after you argue with him over whether or not being dead is an “excuse” to “give up” working in a department he hates from the outset and just accept his transfer request the first time.]
We are currently investigating a kidnapping that happened at the most recent festival. We have some leads as to the whereabouts, but are still looking into some details.

Well, it's not as though I know her personally.
[She looks uncertain and does very little to hide that. Part of strength is embracing one's vulnerabilities as well.]
I just think people shouldn't be defined by a monetary value. She's a person. Not a thing.
[And she understands that it's a bit more personal for her. Because Kisara knows what it's like to be treated as an item, rather than a living, breathing creature.]

Then it is imperative that we get to her first, before anyone else. Her safety is much more important than whatever cheap bribe her father had set up.

[She doubts she even needs to say it. She's likely obvious in what she wants and how she's attempting to direct things. When Eula continues, Kisara doesn't bother hiding her reaction. It's evident that she didn't even know there were training grounds. Dojos, certainly, but...]
I'm still figuring out the layout of the different territories, so I'm not fully aware of what's available. There was a man who I met in... Shuten territory, I think, at a 'dojo,' and had a spar with him. I've heard there are other places available for such things as well.

Eugh. Shuten men, I swear. But that's precisely why you'll need to be in tip-top shape while you're here. You will encounter countless people who will want to challenge you at every opportunity, and some of them won't take no for an answer.

And it does take some time to navigate this realm. Luckily, there are certain applications in your smartphone that act as a map -- rather convenient, I'd say.

I do like the idea that I have a map at my hands, but admittedly the technology is a little more than I’m familiar with and I’m not very good at using it.

[Or she didn't particularly mind. 'Winning' isn't all there is to combat, otherwise she might feel a little more bitter about losing to Kojirou. On the contrary, she found it a learning experience. Even losing has its benefits. But not all people would view it that way.
She offers a nod. Seems there's more than a few who came from worlds akin to her own. If they've gotten used to it, eventually so too will she.]
