I have, against all better judgment, been tasked with welcoming the new members to the Department of Enma.
Welcome. [It sounds less like an actual welcome and more "this is scripted and I am required to say the word 'welcome' somewhere in this."] This faction is for city departments with most of you being funneled directly into the law enforcement branch whether you like it or not. There is, unfortunately, no direct way to transfer out of this department until you have been part of the system for several weeks and even then it is not a guarantee. And that alone is a frustrating process. However, there are other departments within this building that you can find work in, such as the legal department if that is more your particular specialty.
The department is given the great burden of trying to keep order in the City amongst the other factions. It's a futile effort given the amount of problems that arise, but nonetheless you will be expected to assist in times of need. If you find the Department does not pay enough for your living expenses, I've been told you are welcome to get a second job. There is also provided assigned living quarters that are borderline adequate that you are still paying for yourself.
My name is Jonathan Sims. I work in the records and archives department. I will not answer your questions, however, superior officer Lieutenant Julieta Juris will be more than happy to answer any questions anyone has. She is experienced and has been here for some time now. I can provide directions and her office hours if new recruits need.

We are currently investigating a kidnapping that happened at the most recent festival. We have some leads as to the whereabouts, but are still looking into some details.

Yes, I do know him. Though I have been busy lately, what with my recent promotion that caused me to move to another division, so I hadn't had the time to strike a conversation with him lately.

I'm actually a retainer for the Kamisato Clan. I serve as their housekeeper, and so I was just concerned for my lord's safety. Though he very much can take care of himself, this world is new and I don't know what to expect from it.
How I got from Mondstadt to Inazuma is sort of a long story.

They must trust you so much with that role. [ a mondstadter with that kind of position in one of the most regarded clans in inazuma... he must be rather welcomed there. he may claim as their housekeeper, but he should be important enough to them regardless. ] You must have plenty of stories to tell of Inazuma while you're there during the Sakoku Decree. I had heard that it was abolished recently.

[He's glad that the Sakoku Decree and the Vision Hunt Decree were abolished, but the pain and suffering of the people during that time...he hated to have to witness it.]
Thankfully, you are correct- the lightning has subsided enough to allow free passage to and from Inazuma. You have no idea how happy I am to finally be able to see that day, and to see everyone's visions returned to them. It was a struggle for all, and very much the antithesis to what Mondstadt stands for.

[ and it really is the opposite of what mondstadt stands for; someone like thoma, who's been raised in the land of the wind, would've felt suffocated no matter how much the islands welcomed him. eula just... wanted a perspective from a fellow mondstadter who went to live in a different nation, is all. ]
But it looked like you took the wrong turn en route to Mondstadt and landed here in Hell, instead. [ a wry smile. ] At least you're not alone in that. It'll take some time getting used to the environment here in the Department, but you're able to survive the harshness of Inazuma, then you'll thrive here as well.

[That is encouraging to hear. Life had not been easy when he'd first arrived in Inazuma either, but at least he has friends here already. And it's been easy to make friends with the people who he's already met.]
I'll do my best to fit in here as well as I can. But let's forget about that for now! We should sit down sometime and exchange stories from home. I really miss Mondstadt sometimes, so it's actually really incredible that I was lucky enough to meet someone from there so soon.
We could grab dinner, my treat. Uh...even though it might have to be a little on the cheaper side, I don't exactly have much of a savings yet.

...I don't mind. I know a few izakayas nearby that serve decent food and drink at a cheap price. You'll be relieved to know that the bar scene in this realm is just as excellent in Mondstadt, if not more.
