[LOCKED TO DEPARTMENT OF ENMA] Voice; UN: jsarchivist

[The voice that speaks is English, posh, and sounds utterly exhausted and done with everything at the moment. Still a pleasant voice to listen to though. Could read a phone book and make it sound nice.]

I have, against all better judgment, been tasked with welcoming the new members to the Department of Enma.

Welcome. [It sounds less like an actual welcome and more "this is scripted and I am required to say the word 'welcome' somewhere in this."] This faction is for city departments with most of you being funneled directly into the law enforcement branch whether you like it or not. There is, unfortunately, no direct way to transfer out of this department until you have been part of the system for several weeks and even then it is not a guarantee. And that alone is a frustrating process. However, there are other departments within this building that you can find work in, such as the legal department if that is more your particular specialty.

The department is given the great burden of trying to keep order in the City amongst the other factions. It's a futile effort given the amount of problems that arise, but nonetheless you will be expected to assist in times of need. If you find the Department does not pay enough for your living expenses, I've been told you are welcome to get a second job. There is also provided assigned living quarters that are borderline adequate that you are still paying for yourself.

My name is Jonathan Sims. I work in the records and archives department. I will not answer your questions, however, superior officer Lieutenant Julieta Juris will be more than happy to answer any questions anyone has. She is experienced and has been here for some time now. I can provide directions and her office hours if new recruits need.

Maybe so. Maybe next time don't voluntell him to do this after you argue with him over whether or not being dead is an “excuse” to “give up” working in a department he hates from the outset and just accept his transfer request the first time.]


We are currently investigating a kidnapping that happened at the most recent festival. We have some leads as to the whereabouts, but are still looking into some details.

I suppose that's everything. Good luck. Again, I will not answer your questions, but please feel free to direct all inquiries to Superior Officer Lieutenant Julieta Juris.

The Enma made their bed by not acting sooner. They've left it to Kaberou to throw around his wealth as a private citizen –– something I presume they can't prevent him from doing. But as a result, he's now baited anyone who wants a chance at wealth into going into a dangerous situation. He knows he can control people, possibly even successfully. Even if the Enma doesn't care about citizens going into the Wastelands, a private citizen being able to mobilize people like that through capital alone is dangerous.

[Kim is positive she's been thrown into a deep end that goes well over her head, but here she is, swimming. And sounding like it's natural, too.]

The United States has had a no-concessions policy about ransoms for American citizens since the 70s; I assume the Enma operate under similar rules, given that choice, but surely there's some sort of obligation towards kidnapped citizens? I could understand them feeling that the lot of us aren't much more than contractors, but I was under the impression Kaberou's daughter was one of them. Otherwise what's stopping any of the Department's enemies from repeatedly attempting things like this?

As of right now? Precious little.

The Department's reputation has lowered itself into the dirt within this half a year and as much as it pains me to say - for good reason. The enemy I mentioned prior is a being named the Haniyasu that took the Enma himself hostage not too long ago, all while plunging the city into violent chaos that gives full credence to the title of 'hell'.

We remain in the dark about how to contain the entity and prevent repeat action - but the incident has driven cooperation from the other factions to an all-time-low. They do not trust the Enma to protect them. Our power as a jurisdiction is waning.

[ He wishes he had something better to report. He sounds exasperated. ]

Which is not to say that I disagree with you on any count - I just assume you might find it of use to be caught up on the political climate we are dealing with.

As an aside: the last year I spent in my world was 1900.

That's... [Absurd? Crazy?] Incredibly self-sabotaging.

I'll be putting in hours over the next few weeks reading and interviewing in depth to get the best assessment of the situation I can. Thank you, this has been very helpful.

1900? Well, we're not too far apart, despite the time. American law is still mostly based on English common law. There's been a large shift towards codified law in the past few decades, though, so it's a mix of that and... [What's a good comparison for his time? God, it's been fifteen years since her last history class.] In your time it'd probably be closer to the German Civil Code. I'm sure you've already done a lot of catching up here, but if there's anything I can help you with in turn, I'd be glad to answer any questions.

I appreciate it. It shall be interesting to hear more about the legal developments in the anglophone sphere. Jigokucho's law leans closer to what is practiced in Japan, as is surely obvious.

It was a bit of a shift, but I found it becomes intuitive with the right amount of effort. Doubtlessly it will not take you long.

[Three American lawyers and one English lawyer isn't nothing, but it leaves them reliant on locals. But it's a start, and she can work with that.]

I'm a quick learner. I'll get started on reviewing local case law practices, but if there's anything particular you'd like me to focus on with the Kaberou concern, I'm happy to jump right in.
