I have, against all better judgment, been tasked with welcoming the new members to the Department of Enma.

Welcome. [It sounds less like an actual welcome and more "this is scripted and I am required to say the word 'welcome' somewhere in this."] This faction is for city departments with most of you being funneled directly into the law enforcement branch whether you like it or not. There is, unfortunately, no direct way to transfer out of this department until you have been part of the system for several weeks and even then it is not a guarantee. And that alone is a frustrating process. However, there are other departments within this building that you can find work in, such as the legal department if that is more your particular specialty.

The department is given the great burden of trying to keep order in the City amongst the other factions. It's a futile effort given the amount of problems that arise, but nonetheless you will be expected to assist in times of need. If you find the Department does not pay enough for your living expenses, I've been told you are welcome to get a second job. There is also provided assigned living quarters that are borderline adequate that you are still paying for yourself.

My name is Jonathan Sims. I work in the records and archives department. I will not answer your questions, however, superior officer Lieutenant Julieta Juris will be more than happy to answer any questions anyone has. She is experienced and has been here for some time now. I can provide directions and her office hours if new recruits need.

Maybe so. Maybe next time don't voluntell him to do this after you argue with him over whether or not being dead is an “excuse” to “give up” working in a department he hates from the outset and just accept his transfer request the first time.]

We are currently investigating a kidnapping that happened at the most recent festival. We have some leads as to the whereabouts, but are still looking into some details.

I'll be impressed if I'm surprised. [ She doesn't know the half of it, does she? ] I've been around the block a few fucking times. And if we're being honest, the Department has as many killers in it as Shuten Clan does. We're not a nice bunch. Working in an office building doesn't change that.

[He's very quiet for a moment. Letting those words sink in.]

What do you mean killers.

[Not that he's unaccustomed to cops being violent murderous Hunters, but. He'd still like more details as to who he's around every day.]

[ She takes in that moment of quietness, then offers Jon a small shrug when he finally speaks again. ]

Well. You've already met me.

[ Not that she truly considers herself one of the Department's loyal servants or anything, but some part of her does belong here. The part that was always willing to play judge, jury, and executioner. The part that had imposed her will ruthlessly on those who stood in her way. ]

Did a lot of wet work before this. A lot. [ For centuries. ] The Enma seems to pick people who are capable of that shit. You know how they always depict Iūstitia — scales in one hand, sword in the other.

[Jon's left to consider that.

Is that why he was here, and not in Sutoku where he ostensibly felt like he'd belong? Because of his position as a sort-of King of hell back home? Unwilling, of course, and he'd spent numerous times in the Apocalypse trying to determine whether people actually wanted his help or not, considering his 'help' was to make them similar to himself. Tortured or torturer, those were the only choices. And he'd thought -

Andy's explanation is putting some new context to his situation he hadn't considered. He's in this picture and he doesn't like it.]

[ She's more or less come to terms with what she is — but then again, the woman's had centuries to do it. There have been others like her with different philosophies, different motivations for using their pseudo-immortality. She'd like to think that her ends were more noble than they could be, even if the means were rarely bloodless. That's the thing about being the sword, isn't it? There's mostly the sharp edge, and not much else. That's what the years have honed her into. A sharp edge.

Her dark eyes rest on Jon for a long moment before she glances away, her tone deceptively nonchalant when she answers: ]

Sometimes killing is what's called for. I've killed for peace. Killed to protect. And killed as a mercy. [ It's easier for her to say the next thing than it really should be. ] We're not saints. Saints don't get much done.
