Memorandum


To: All Lost Souls representative of the Department of the Enma
From: The Desk of the Enma
Subject: "Tanabata"


It has come to our understanding that an invitation to attend the grand opening of Sai no Kawara, a joint venture of the Shuten and Tamamo clans.

Our investigation into illicit "Stardust" trade has made it imperative that we accept this invitation, and attend as keepers of Order and to assure that all dealings are "above level".

Representatives of the Department of the Enma will be allowed participation in Tanabata festivities including, but not limited to; wish-making, consumption of alcoholic beverages, moderated gambling, sessions with hosts and other service workers, and dancing.

Considering the situation we found ourselves earlier in the summer, it has been advised that relaxation and diversion may be necessary to assure a functional work force. Therefore it should be considered part of your work to attend this "grand opening", both as a keeper of Order and as a matter of personal activity.

You all can use your own judgement. I was merely pointing out that, given the events before newly arrived 'Lost Souls' gave cause to doubt the department's image and capabilities, it may not give the best image to the other concerned factions to behave in such a manner.

Yeah but I think it's actually the opposite too? Like during the beach time before everything went to hell, the Enma officers didn't really get much of a respite outside of not working. It does affect our morale and how willing people are to do their job, as well as gives the image that we are serious all the time, and view everyone else as frivolous.

I think a little of this has already led to the strains between relations that hampered some of the rescue efforts.

Then I suppose the real question comes down to this: do you want to be cops and keep justice even if that means being at the ready at any time, or be seen as 'nice' and non-serious and risk being taken advantage of?

While I'm sure there is a line there, it's difficult to find from someone like me. I'm personally not fond of police. I'm not sure what experiences others in this place have with officers themselves. But if things went pear-shaped and I had to choose, I'd rather the cop on their toes and ready than one who's been slacking off all evening.

I have had to ask other people with experience what these cops are normally like, since it seems while similar to our knights, they are not quite the same. Some of the stuff I've heard is honestly appalling. That is not the way defenders of order and justice are supposed to act.

What you're saying has a point, though. At least that is sort of what I'm trying to say. It's important for the people to trust us and not see us as violent thugs, and that we are on duty and ready to act. But them seeing us also as people leads to that trust as well. I am not very old, I know, and most of what I've learned is from my time as the knight Captain and watching his Highness. But it's important to both command respect and trust.

So there is a line, and I get your concern, but I do think it's important for us as a department to have time when we can just do things. No one can be on duty at all time, and as a wizard, I don't like being told what to do every second of the day. So it's a trade off that I'm hoping we can all work together and figure out.

[It's a lot of words for someone to want to have their cake and eat it too. Jon's been a supervisor, he's been a leader in the loosest sense. He wasn't good at it, and so he has an idea of what works and what doesn't. But he doesn't really need to mention being the reluctant king of hell here. That isn't for this guy to deal with.]

As I said to a few others, I believe this boils down to a fundamental disagreement of ethics. But all the same. You and the others have been here longer, so I will defer to you while I continue to posit that I am not law enforcement.
