To: All Lost Souls representative of the Department of the Enma

Subject: "Tanabata"
It has come to our understanding that an invitation to attend the grand opening of Sai no Kawara, a joint venture of the Shuten and Tamamo clans.
Our investigation into illicit "Stardust" trade has made it imperative that we accept this invitation, and attend as keepers of Order and to assure that all dealings are "above level".

Representatives of the Department of the Enma will be allowed participation in Tanabata festivities including, but not limited to; wish-making, consumption of alcoholic beverages, moderated gambling, sessions with hosts and other service workers, and dancing.
Considering the situation we found ourselves earlier in the summer, it has been advised that relaxation and diversion may be necessary to assure a functional work force. Therefore it should be considered part of your work to attend this "grand opening", both as a keeper of Order and as a matter of personal activity.

I think a little of this has already led to the strains between relations that hampered some of the rescue efforts.

While I'm sure there is a line there, it's difficult to find from someone like me. I'm personally not fond of police. I'm not sure what experiences others in this place have with officers themselves. But if things went pear-shaped and I had to choose, I'd rather the cop on their toes and ready than one who's been slacking off all evening.

What you're saying has a point, though. At least that is sort of what I'm trying to say. It's important for the people to trust us and not see us as violent thugs, and that we are on duty and ready to act. But them seeing us also as people leads to that trust as well. I am not very old, I know, and most of what I've learned is from my time as the knight Captain and watching his Highness. But it's important to both command respect and trust.
So there is a line, and I get your concern, but I do think it's important for us as a department to have time when we can just do things. No one can be on duty at all time, and as a wizard, I don't like being told what to do every second of the day. So it's a trade off that I'm hoping we can all work together and figure out.

As I said to a few others, I believe this boils down to a fundamental disagreement of ethics. But all the same. You and the others have been here longer, so I will defer to you while I continue to posit that I am not law enforcement.
