What's the objective here? To break the code, or arrive at a number? [ the latter is straight up math ]

Mm, I guess there's two things to be done, three if you include the hints. One of the hints is a number, but the code itself is just a cipher. Once decoded, the initial text is a riddle you have to solve!

Well I didn't think it was that hard. I mean, once you solve the hint, undoing the cipher isn't hard.
