In the absence of being able to verify your credentials, they likely want some other way of seeing that you know your way around the place. Did they turn down any idea of demonstration?
Truthfully, I'm not particularly interested in working with a department that has so much oversight. What I do is highly specialized and difficult for laymen to understand. I have no need to explain my research or methods.
Then you will not be able to find a single institution willing to take you on as so much an apprentice. You start from the bottom as a newcomer, or you create your own facilities. Those are your options.

Isn't it still better if there isn't one? It means you can scoop up the investment grants without having to begin as...I don't know what a lower-level medical scientist person does. Probably something demeaning, science always seems to have a rather harsh social hierarchy to it...

Research seems like a pretty narrow field in a place like this, even with broader options. You're probably best going private. Corporate facilities.
