Truly. As I said, it must be by design. One or two is happenstance. For it to be every single one is not.
My assumption is that having experienced officers would be counteractive to having obedient officers, yes. Too accustomed to our own ways, and our own laws. As for the fact that they skew younger... it likely has something to do with physical fitness. Otherwise, you would expect Hell to have more elderly and infirm.

But even with all these factors taken into account, isn't it quite a lot of effort? Going to such lengths to accommodate us in this strange new world... promising us these contract payments? There are easier ways to acquire laborers.

This is not an approach that they would be able to take with the youkai, who are established as rightful citizens of this city. They are already embedded in this society, with cultural history and established ties to the extant clans. They would require far more motivation than a paltry stipend and a dubious contract in order to work, and they are far freer to find greener pastures than we are.
In that way, our labour is ideal.
