I talked to some of the shops.

Got some of them to agree to get everyone some clean clothes if the rain messed everything up. It's not much but looks are important or something.

• hizen used his rank to get a clothes drive/charity going on for the city. handwaving the logistics here but assume everyone gets at least one set of nice clothes from a shop of their choice.
• i really just wanted an excuse for everyone to get a nice yukata for the summer so assume there are definitely some kimono shops with summer deals, too. ( ◡‿◡ *)
• pretend there's a sign or something at participating locations. it's all courtesy of shuten because hizen hates being perceived.
• gallery for traditonal masc. yukata designs because guys are boring

It's just clothes...

(He knew there were people who liked to look nice and wear good clothes but... he didn't think it would get the response it did.)

Some people just like dressing up and looking nice. I can think of some comrades who do.

(Norimune should know... Hizen really doesn't care about his appearances nearly as much. He literally wears rags back at home? Even his "nicer" clothes are worn, torn, and a little stained in places.)
