it says that the city is always changing, evolving as any organism does!
which is very true.
cities change all the time with their culture and people.
some cities are no longer what they used to be at all.

im glad it has no complaints!
not dying during the cursed rain must been a big relief.
and despite some unrest (daitengu :/) i think the city has been flourishing
at the very least no major upheavals yet to disturb the balance
